Revenue leakage is earned revenue that has been lost. It can be under or unbilled services that have been provided by the CSP, incorrect credits or adjustments.
Overcharged revenue is unearned revenue that has been billed, it can be for services that are no longer supplied, failure to implement bundles and discounts correctly, or simply overcharged against the declared tariff.
CSPs may not be able to re-bill for undercharging while public opinion and damage to their business's reputation will ensure that the telecom operator has to repay any overcharges, assuming the subscriber does not vote with their feet and leave.
