The issue of telecom fraud is as old as the telecom sector itself. Almost from the inception of the service, employees were inventing ways to obtain free services for themselves or supply them to friends and family, while outsiders were looking at methods for intercepting, disrupting or stealing services. For Pacific Island nations, whose economies are particularly reliant on efficient telecommunications and data communications infrastructure, the deleterious effects of fraud are a particular threat.
